On his first trip to British Columbia, Natural Resources Minister Greg Rickford says First Nations will have a major role to play in oil spill response. Also, he said the National Energy Board would have increased power to deal with oil spills and make companies pay for third-party spill costs, though the enforcement remains unclear.
